As horses don't live wild in Epping forest, I did report it to the police who informed me that ridden horses (on a road) are subject to road traffic laws the same as any road user and should be lit (at night) and insured in case they cause any damage. It was a terrifying experience for me and my passenger as initially it was heading straight for the windscreen but veered off at the last minute (luckily). Obviously I had to report it as the horse may have been injured, but the police advised me that travellers sometimes left their horses (illegally) in the forest to graze and it would be doubtful if it was insured.
